Gifts and Emoluments: Are Public Employees Held to a Higher Standard than the President of the United States?

In this one hour CLE program, panelists from the City of Philadelphia Board of Ethics and the Pennsylvania State Ethics Commission will examine the relevant gift restrictions that apply to government employees in Philadelphia that will include relevant case studies.

Additionally, a Constitutional Law professor will juxtapose these gift restrictions against the emoluments clauses of the U.S. Constitution. Finally, panelists will discuss the applicability of the emoluments clauses to the President and Vice President of the United States, including recent litigation involving the Trump Administration.
