One tool to eliminate blight in Pennsylvania is Act 135 of 2008, the Abandoned and Blighted Property Conservatorship Law. The law, which provides for court-appointed conservators to bring residential, commercial and industrial buildings into municipal code compliance when owners fail-to comply, has been extensively used in Philadelphia since it became effective in 2009 and was amended in 2014.

This course will provide:

  • An explanation of the provisions of the amended conservatorship law
  • Examples of how the law has been used in Philadelphia, especially by non-profit organizations
  • Best practices for success in using the law
