SUPPORTING THE PROPOSED REVISIONS TO PHILADELPHIA'S HOME RULE CHARTER
WHEREAS, the Philadelphia Independent Charter Commission filed a Proposed 1994 Philadelphia Home Rule Charter (Proposed Charter) with the City Council of the City of Philadelphia on March 25, 1994;
WHEREAS, on May 10, 1994, the electors of the City of Philadelphia will be asked to vote on the following question:
Shall the new Philadelphia Home Rule Charter filed by the Philadelphia Charter Commission with the Council of the City of Philadelphia on March 25, 1994 be adopted?;
WHEREAS, the Proposed Charter provides an improved framework for the governance of the City into the 21st century by establishing a flexible mechanism for the restructuring of City departments and agencies without altering the relative powers of the executive and legislative branches of the City government;
WHEREAS, the Proposed Charter contains improved provisions with respect to fiscal and managerial accountability for the City government, including requirements for financial planning and accountability for the maintenance of City-owned assets;
WHEREAS, the Proposed Charter contains improved and enlightened provisions with respect to matters affecting human relations in the City, the public health of the City and the rate-making procedures of City-owned utilities;
WHEREAS, the Municipal Government Committee has reviewed the Proposed Charter and has recommended that the Philadelphia Bar Association endorse the adoption of the Proposed Charter.
NOW, THEREFORE, BE IT RESOLVED by the Board of Governors of the Philadelphia Bar Association as follows:
- The Philadelphia Bar Association endorses the adoption of the Proposed Charter by recommending to the members of the Association who are electors of the City of Philadelphia and to all other electors of the City that they vote yes on the ballot questions for the Proposed Charter;
- That the Philadelphia Bar Association, through the Chancellor, engage in and cooperate with other interested persons and organizations in efforts to encourage the adoption of the Proposed Charter;
- That the Board of Governors of the Philadelphia Bar Association extend its appreciation to the members and staff of the Philadelphia Independent Charter Commission for their diligent and distinguished service to the City of Philadelphia in preparing the Proposed Charter.
